Also ein Tool, welches nur für das zuständig ist kenn ich nicht, aber ich benutzte so oder so Tune Up Utilities und dort sieht man einfach seit wann der PC an ist, wird aber direkt nicht gezählt.
Weiss nicht ob es dir gefällt, kannst aber evtl mal eine demoversion runterladen

Total Application Failures: 0Bei microsoft.com. Das Tool nennt sich "uptime.exe" und ist in deren Download-Archiv zu finden; nicht wundern wie alt - es geht schon seit Windows NT 4.0 Server SP3
Einfach einmal an der Kommandozeile ein paar Parameter ausprobieren.
