No other setting changed it will do that after 13 on power limit, and the power limit goes up to 20 on the RX6950XT, its not on a water block yet its still in its original air cooler, so you think i should return it?

Today my new powercolor Red devil RX6950XT arrived, however if i raise the power limit over 13 i get artifacts, should i return the card?
