Yes this is correct. When measuring the frame time the spikes would occur same time as stutter. I tried using the dpc latency tool but it did not detect any high usage. I tried everything on the Internet I could find from bios tweaking to software tweaking. Replacing hardware and measuring...

Yes I measured with Afterburner graphing / benchmark tooling. During install of afterburner you must use select rtss rivaturner statistics because this gives you the option to monitor the frame time. I turned Freesync / Gsync off. I disabled all power-saving features and turned everything up.

6900 XT coil whine got a lot less after running Furmark for 1 hour a few times and playing games for 2 weeks.
