If you look at the RTLS they do not change with the cas latency, also the unchanged TCWL and TRDWR values when Cas is changing is a bit suspicious to me. I doubt that memtest run is real, probably changing timings in os.
You can also use round trip latency disabled and enter the rtl/iol values in manually. You will skip the 3F postcode with round trip latency disabled, and typing in the rtls/iols manually will train them tight.

For me the biggest issue was booting consistently, i am testing GSAT now for slopes and have made some passes i just need to make sure this will work boot to boot. If i did TCWL 16 this would not even boot consistently. (With TCWL 13 i use TRDWRS at 14, This is the same performance as TCWL 16...
I have found the issue with booting 4600 consistently for me. With Cas 16 i need TCWL 13 to boot consistently. I have got this booting consistently now and i am working on the slope values, i hope i can have this fully GSAT stable soon.
