Try tCWL 14 if using tCL 16. I know that helps me with gear 1 on z690 Strix d4. Auto timings on some bios set tCWL 1 lower and some systems don't like odd tCWL.

Your timings/frequency is worse overall. Your RTLs are horrible compared to his. Probably need to enable Round Trip Latency in Algorithms.

Just a guess is OS. That alone can be a good 5-8ns difference. Also cache speed will effect latency if comparing same timings and mem frequency. To get the best latency you need to have nothing running in the back ground of the OS.

Are you using Windows 10 or 11? I just compared them and Win11 has worse performance for me.

Even a good 2022 z690 Apex is far from a good z790 Apex. No reason to get a z690 Apex unless it is really cheap and you want to experiment and test your patients.
